I've looked around online and that's the only reason I can think of, the track is opened to the public.
I just remember Varsha, et alia saying it was a "Monaco tradition." I hope this isn't another Brawn-Yawn fest:
Toyota and BMW and even Williams go fast in practice
Brawn locks out the front row for the race
Jenson wins with Bari blocking Vettel by strategically timing the pit stops.
I would LOVE to see a red or silver car on the podium, though...

Does anyone know why there is nothing on Friday and they start the practice session on Thursday in Monaco??
B/c they want to let locals have the ability to move around on Friday. It's actually pretty great, when I went for the weekend, my buddy and I took our rental 6MT Renault Minivan around the circuit.
Here are some pics from when I was there in 2007, to get you guys in the mood. It was a rain soaked practice and qualifying that led to a sunny race. Unfortunately, Kimi who I was pulling for, had a terrible race. Sorry for the poor quality, I had a crappy digital camera back then.
